The Birmingham City Council has approved Mayor William Bell's budget plan for 2013 by a vote of 6 to 3. The city had been operating on last year's budget since the fiscal year began July 1. The council rejected Mayor Bell's previous plan by a 5 to 4 vote. At today's meeting, some council members expressed dissatisfaction. Councilor Steven Hoyt seemed to make a verbal jab at Councilor Maxine Parker when he said budget votes should be about the whole city and not certain projects. Parker changed her previous "nay" vote on the 2013 budget after Mayor Bell added $250,000 to it to go towards environmental projects in her district.
