Jefferson County Commissioners were scheduled to meet in executive session Monday.   It is the first meeting for the commission since last week's chaotic session, in which supporters of Cooper Green Hospital disrupted the proceedings by singing and hollering.  Commissioners say the plan to end inpatient care at Cooper Green was not on Monday's agenda.   The commissioners were expected to discuss pending litigation.   Tensions could be running high, after Democratic county commissioner George Bowman released an angry, racially charged statement hurling personal insults at the commission president, David Carrington.    Bowman claimed Carrington was pursuing an agenda of "white supremacy," and had "the arrogance of a white man."  Carrington then released his own statement calling Bowman's comments "off-point" and "very disappointing."
